Government Of Punjab Launched Punjab Human Capital Investment Project (PHCIP) For Poor People

Punjab Human Capital Investment Project

A new project is being launched by the Punjab government for the poor people living in Punjab called the Punjab Human Capital Investment Project. 200 million US dollars will be provided by the World Bank for this project, which will target the same problem from the early stages of life. It aims to address resource scarcity in Punjab and improve the lifestyle of poor people from scratch.


The spread of Punjab Human Capital Investment Project PHCIP is in 12 districts of Punjab including Muzaffargarh, Kot Addu, Bahawalpur, Rajanpur, DG Khan, Rahimyar Khan, Bakhar, Mianwali, Bahawalnagar, Lodhran, Lia, Khushab.


The project will be controlled by Punjab Social Protection Authority PSPA, Primary and Secondary Healthcare Department P&SHD and Punjab School Education Department SED. The duration of this project is for five years from 2020 to 2025 and its lead agency is Punjab Social Protection Authority PSPA.

Projects Under PHCIP

Three programs have been launched by the Punjab Human Protection Authority which include the Aghosh Program, the khudmukhtar Program and the Bunyad Program. Health problems will be solved in the Aghosh program. In an observation, it is said that the problems of lack of food are arising in the children born in Punjab. For this reason, this project has been started in which pregnant women will be given Rs.1000 as assistance for every check-up with medicines.


And when the child is born, the child will also receive assistance for two years so that the basic needs of the child can be met. Under the khudmukhtar program, assets of up to Rs.1.5 lakh are distributed to families affiliated to the Benazir Income Support Program for business provision. 75 thousand households will be involved in this project and they will be provided assets worth up to one and a half lakh rupees to start businesses.


Free admission to ECCE classes in government schools is the first route for children in the foundation program to quality elementary education In this program, children between the ages of three and five years will be offered free admission to ECCE classes to lay a well-deserved foundation for their future.

Aaghosh Program

Formulated for the health and well-being of a pregnant or nursing mother and the health and development of her young child. Evidence shows that the 1000 days of childbirth are critical to ensure a positive impact on the child’s life and physical development. The Aaghosh program is a component of the Punjab Human Capital Investment Project, which operates in 12 districts of Punjab and works to improve maternal and child health, particularly among poor and vulnerable households. It plays an important role in the first two years of the child.


These 12 districts are Bahawalpur, Muzaffargarh, Kot Addu, Bhakhar, Dera Ghazi Khan, Mianwali, Rahim Yar Khan, Rajanpur, Khushab, Liya, Bahawalnagar and Lodhran. Financial assistance of 23 thousand rupees is given to women on behalf of Aghosh programme. Pregnant women get Rs 2,000 on first time registration at Basic centers. Get Rs.5,000 on medical check-up and vaccinations for children under two years of age.


Rs.5,000 will be given for every birth of a child in a government health center. Pregnant women will get Rs.5,000 for four medical examinations, Rs.1,500 each time. 5000 rupees will be given for registration of the child by making a Nadra form. KhudMukhtar Program

The objective of the autonomous program is to contribute to the building and improvement of human capital of poverty-stricken households. Under this program Benazir Income Support Program also provides BISP beneficiary households with productive assets worth up to one and a half lakh rupees so that they can improve their lifestyle and earn their livelihood through better employment. These efforts are augmented by label market readiness training.


An Eligible Beneficiary of Labor Market Readiness A married couple between the ages of 18 and 35 from Benazir Income Support Program beneficiary households identified through the National Economic Registry Eligible for Livelihood Support Grant Will benefit. People who have completed the LMR package will be provided with assets to start a business through this program.


Businesses suggested in this program include grocery shop, vegetable and fruit shop, mobile repairing shop, beauty parlour, hair dresser, motorcycle car mechanic, chae khana, bangle shop, samosa pakoda shop and loader rickshaw etc.

Bunyad Program

The main target of Bunyad program is ECCE. ECCE refers to early childhood care and education that goes beyond preparing a child for primary schooling. Early childhood refers to the period between birth and eight years of age in which the child’s brain is most sensitive to its surroundings. Significant developmental opportunities require special educational approaches to ensure that children learn key skills and fundamental concepts.


To prepare them for later life, School Education Department through PHCIP has established 3400 ECCE classes under basic component in 11 districts of Punjab. Early childhood care in 11 districts of Punjab Minor repair and renovation of classrooms through thematic wall paint Provision of ECCE kids age appropriate furniture in 34 schools.
